From what we have seen, they can bite anybody who is wearing a HUD so yes, all species can be bitten

When a Vampire bites a human.... do they get their soul or liege like other systems?

nope that was one of the many things that I wanted to make sure was not included in the system

I saw there are generations? this is the only thing who makes a human who becomes Vampire follower of who bitten them?

The servers don't show who has bitten who, but of course, it will be easier to tell those who have been turned by the Dark Goddess

 If you are planning to start your own clan, I should tell you that I never interfere with how your clan is run
